I am new to WMS and would be really grateful if someone could help with the
following questions. I run SBS2003 from one box (WMS will sit on the same
box as IIS) and I do not need access to the files from outside my firewall
(ISA2004).

1. Does WMS enable on-demand random access of .wma files?
2. If yes to above, will files requested in the above way be streamed as
opposed to downloaded?
3. What is the best way to set up the CD collection catalogue for ease of
access?
4. Is WMS the best way to make my CDs available over a wireless network?

On-demand, yes. Not sure about random. See the playlist documentation.

That's debatable and subject to opinion. If you already have WMS then I'd use
it, otherwise I'd probably opt for an open-source/free solution, of which there
are several.
