I need to encode my video into Microsoft MPEG m4s2 codec. However, I don't
have Microsoft MPEG m4s2
encoder on my machine. Where can I download it???

If you mean MSMPEG4v2 you can use any DirectShow compliant encoder, like
VirtualDub.
Google will be your friend.
