I am looking for information regarding licensing fees for Windows Media
Video with an estimated user base of 100-300 constant users. Any
links/information would be greatly appreciated

I have seen both of those and those state that there are no licensing fees
or royalty fees but I have seen a page on MS (about 1/2 of a year ago) that
states something like you can broadcast x amount of Megs of WMV before
having to pay licensing fees. So that page contradicts with 99.9% of
broadcast licensing structures and with what I had seen which is why I was
hoping that a company that was familiar with this or a MS employee was
watching the newsgroup and could point to less vague information.

I personally do not wish to make a mistake where licensing is concerned.
Companies take it very seriously even if it was due to misinformation or a
lack of concise information.
