After read much more stuff (my eyes hurt:-) I found out what my main problem
is:
All encoder that I have tried stumble accross the VobIDs in the panasonic
file.
I analysed it with IfoEdit and found that each file has about 75(!!) vob
IDs.
The WM9 Encoder only sees the first vobID and want to encode only that part.

Now to fix this I would have to merge all vobIDs and make the first segment
as large as the file....

Does anybody know a tool to do this?

How does your camera save the MPEGs? If it is on MiniDVD you can follow the
tutorial at www.microsoftusernetwork.com/zarax using the Elecard decoder.
The only problem you may encounter is that it will place a watermark if you
don't register the software.

Thanks for the try:-) But I went through all tutorials (including yours)

First to answer your question: Yes it stores on MiniDVD but somehow I think
Panasonic does somethings that are not standard - or they are standard and
nobody (speaking in terms of encoder vendors) has complied to that standard
yet.

As I write below the problem has to do with the VOB IDs...

In IFOEDIT I see that the whole CD has only one chapter - one cell but
83(!!) VOB IDs that are linked to that cell (correctly shown in IFOEDIT).
That seams to be unusual and all encoders that I have tried including WM9,
Procoder, Dr.Divx, TMPENG etc only read the very first VOBID and ignore the
rest.

I have used IFOEDIT now to demux the DVD with the "Split on VOBID" option.
Now I have 83 .M2V and 83 .MPA files. I can manually remux them (I have not
found a batch muxer that can handle wildcards), merge/join the resulting MPG
files and than encode them just fine....trouble is I have 18 hours of
content I need to re-encode....and not 18 years time:-)

My favorite solution would be to load the .VOB file and "repair" the VOBIDs
by merging all VOBID sections into one large....

This is exactly why i'm suggesting you to use Elecard.
If you rip to a single VOB file it will force encoder to go through the
whole file no matter what the VOBid time says. I met the same problem you're
having now and i found it the only real working solution.
If you are interested into following this solution i also suggest you to
follow up at www.microsoftusernetwork.com/forum as it is a more appropriate
place for it and you can receive a closer assistance.

Hmm...to convince the Encoder to use the Elecard I have to install a blank
PC without any other decoder installed, correct?
My main PC has WinDVD 6 on it and since I cannot give a custom graph to the
WM9 encoder it picks what ever it thinks is best.

BTW Graph file. I could just use Graphedit to recompress and make sure that
I use the elecard but I had no luck creating a graphfile for WMV9 yet (only
ASF with Media8 and that is not too good for Multi-Stream encoding)

I will go over to the forum...I read through many of the posts there already
but have not found yet one that deals with my problem. I will create a new
post and see how it goes..
