I would like to know what is the difference between 1-pass
and 2-pass CBR audio? which one is better? for example,
encoding an audio 64kbps, 44kHz, stereo.

While less effective then VBR, 2pass CBR allows higher quality than 1 pass
thanks to the first step which will analyze the file, optimizing encoding for
the second step.
The improvement won't be as good as VBR because there can be very little
bandwidth shift, but if you need to stream a file over the internet you may
want to spend the extra encoding time to achieve a slightly better output
quality.
