can windows encoder, encoder as .3gp or .mp4?
Quicktime can, but i would prefer to stick with encoder which i already use

No. It is a Windows Media Encoder.

I think you need to re-read what I wrote in response to your question.
Would it have been less insulting if I wrote:
"No. It is a Windows Media encoder."
Capitalization appears to be something you're not too concerned about, but,
if the above is more acceptable, I re-submit it as above with apologies...
Perhaps, rather than just specifying the URL, as I did originally, I needed
to prefix it with:
"Please see this URL:"
http://www.microsoft.com/windows/windowsmedia/9series/encoder/faq.aspx?section=CODECS&question=CODECS3#NAME_CODECS"
