I got a reply from Fox News...
It's actually just a sony dvcam, a firewire card and uses Microsoft
Media Services (MMS) to stream. Nothing fancy at all. The real power
is the bandwidth and server that actually beam the stream out to the
Internet. We have 3 servers and a reflector box/load balancer doing
that. Thanks for the note.

I have not seen a WebCam with a such a high frame rate before (15
frames per second.)
