Dropped frames due to bitrate |

Hi, i'm having trouble getting wmv9.1 to encode at 640x480, 29.97 fps. If I
have the bitrate any lower than 3400kbps, I lose frames during high-motion
scenes. However, using wmv8 compression or dropping resolution to 320x240
helps, so I can bring the bitrate down to 1700kbps or even lower- i haven't
had the desire to go lower, as quality then becomes undesirable.

What is your source format?
The answer here may be a bit complex and there us not enough data to focus
on the problem...

I have found that setting the buffer length to a greater value fixes the
problem. However, if you're doing a short clip, under a few minutes long, the
buffer doesn't have to be TOO big, or else the filesize beomes quite a bit
larger, for some reason. However, I've encoded whole movies with a 50 second
buffer and by the time it gets to a certain point of encoding, the bitrate is
evened out to the set bitrate.
