Yes, you should use the mixer ("Soudn Levels") provided in windows to
set up the volume to an appropriate level. Don't try to set this up in
the encoder (although you can) as it has to encode and save a file
before you can hear the results !
Usually you should go to
Start->Programs->Accessories->Entertainment->Sound Levels to access
the mixer. There may be an icon on your task bar already, to do this.

No, not the WMV itself. You should first save the content as an
uncompressed AVI file, and then get the free VirtualDub :
http://www.virtualdub.org/ or you can use Soundforge to edit the audio
levels on an AVI in a much more sophisticated way
With VDub what you do : Load the AVI file. Go to the Audio menu.
Select 'Full processing mode' and then back to the Audio menu select
'Advanced Filtering'. This will enable the audio filters.
From there you can go Audio->Filters, choose 'Add' then select the
following : 'Input', 'Output' and 'Gain' filter (volume). You will
see blocks on screen, click and drag from the Input to Gain and from
Gain to Output blocks. That will make connections in the filters.
Now click on the 'Gain' block and set a level to increase the volume
by. Finally, OK out of that and choose 'Save as AVI' to adjust the
volume.
If you have access to Soundforge you can get much better control over
the processing. basically load your AVI into Soundforge and pick
either Volume, or better, Normalise, from the Process menu.
