Frame rate is slow while encoding, why??? |

I have used Windows media encoder to encode. I used the resolution 768x576.
Target Bit rate is 10 Mbps. I selected the mode CBR for both audio and video.
I selected the codecs Windows media audio 9 and Windows media video 9 in the
profile. I have set the Frame rate as 25 fps. When I click "Start Encoding",
the frame rate is slow for 10 seconds. Then, the video is perfect for 10
seconds. Then it is slow for 10 seconds and so on.. Why?.
