As the "Adminastrator" on my computer, how do I block access to certin
programs or folders on the "Guest " login? Is this possible?

It is possible, but this is not exactly the best newsgroup to ask it on.
Ask on a Windows XP (I assume that's what you're running) newsgroup
devoted to configuration, generic or security questions (I've
cross-posted to one).
