How do you set a fixed size of INSSBuffers retrieved from
IWMSyncReader::GetNextSample() while reading an asf file using the
SyncReader? The INSSBuffer::SetLength() doesn't seem to solve this
problem...

You don't. The size depends on the size of the payload in
the ASF file that the INSSBuffer wraps: it is set by the
reader and you have no saying.
