You can't change the bitrate of a WMA file, you have to re-encode it from
the source with a different bitrate to do it, unless you want to obtain a
lower quality file...

You can convert the bitrate downwards using a tool like dbPowerAmp. The
quality may not be as good as if you started from the uncompressed version.
