Seek bar not working until clip downloaded |

We have wmv files available on our Windows Media Server for on-demand viewing
and downloading. However, the users are complaining that the seekbar is not
functional until the file has (temporarily or permanently) downloaded to the
computer. Before that point, the seekbar just snaps back to its original
position and continues to play the clip.
We are indexing the files when encoding them as evidenced by the fact that
seeking is supported when the files are downloaded.
Once the file is completely downloaded (either temporarily by clicking on
the link or permanently by right-clicking and 'save target as'), it allows
the user to seek anywhere. They can click, drag and then it plays the clip
from that point.
However, they want to be able to seek even while the file is loading.
Can anyone help us provide this feature?
