Media server *can't* afaik, nor does it interface directly with any
hardware (we were discussing this only last week on this and the
encoder nrewgroups).
You'd have to shove it through windows media encoder to create a live
stream to the server. Even then, you have to find an IP cam that the
encoder can see as a device. I'm not aware of any surefire ones right
now, though Axis had a demo driver that might work (possibly maybe etc
;-)

the msdn article, Receiving a live sream , says that an encoder source
can be almost anything, ie http://encoder:port . all the ip cameras ive
configured can stream either jpeg or mpeg on whatever port you want.
guess im not sure why it wont work .

You said "media server" right ? Now we're talking about the encoder...
An encoder source is the machine (PC) doing the encoding, and
broadcasting *to* the media server. It's not (as you thought) the
device actually sourcing the video, but the encoder machine itself.
Sorry for any confusion.
The encoder sends a specific stream of WMV encoded data to the server.
It's already pre-compressed in a suitable format for broadcast
otherwise the server itself would have a hellofa lot of work to do as
well as broadcasting the encoded stream.
You can't send the server an JPEG and expect it to work,
unfortunately.

I believe that the wm server and the camera need to be able
to communicate with a streaming protocal, such as mms or
http. See if the maker of your camera has an API to work
with
