Encoder push without administrative user rights on the serve |

I have posted this previously and had no response but I am still looking for
an answer.
Can I do an encoder push to a Windows 2003 Media Server without
authenticating with the server as a user with administrative rights?
I have read the below text:

7.2 Why can't I push to a Windows Media server?
Check that the WMS HTTP Server Control Protocol plug-in is enabled on the
server. In addition, you must have write access permissions to the server
through the WMS Publishing Points ACL Authorization plug-in. Finally, on the
encoding computer, check that Integrated Windows Authentication is enabled in
Microsoft Internet Explorer.
To determine if Integrated Windows Authentication is enabled in Internet
Explorer, do the following:
On the Tools menu, click Internet Options, and then click the Advanced tab.
In the Security section, select the Enable Integrated Windows Authentication
check box.

The encoder has Enable Integrated Windows Authentication checked.
The server has the WMS HTTP Server Control Protocol plug-in is enabled.
At the mountpoint level WMS Publishing Points ACL Authorization plug-in is
enabled with the user I want to authenticate (that does not have admin but
normal user rights) added with read/write and create permissions ticked.
And the push fails it just pops the pswd/username box backup when I press
enter with the correct crudentails in.
I know that everything is setup fine with regard to the server/encoder. If I
give the user administrative rights everything works BUT the encoder will be
at a customer site and I do not want the user to have admin. rights.
