I have an existing publishing point that I want to allow someone to push to.
I don't want them to setup additional publishing points. What kind of user
rights do I need to assign to the user@the encoder on the stand-alone wms?

Give them Read, Write and Create permissions on the publishing point level of
the Publishing Points ACL Authorization plug-in and give them Read and Write
Permissions only at the server level.

The ability to create publishing points is controlled by the create right at
the server level. So, this way the user will not be able to create new
publishing points.
