Hi,

I would like to know whether it is possible to implement some type of
QOS negotiation between the server and the client, such that some
bandwidth may be fixed. I have read somewhere that RSVP or DiffServ may
be used for this, but I am all lost here. Could anyone enlighten me on
this please?
Kindly excuse my inexperience.

This is typically handled by advanced network routers, not servers. You may be
able to find an open-source solution (Linux) and place it within your network
(in-line) to throttle bandwidth.
