It is generic AAC Low Complexity Profile in a ISO MP4 container. Actually
this is a reason why WMP should be capable to play this, but it doesn't and
that's why WMP is unusable out-of-the-box.
However, you first need to remove the FairPlay DRM Layer, either with a
patches QuickTime + memory dumper or by using PyMusique and alikes or by
burning to CD-RW and reripping - in the latter case you could also rerip as
MP3 or WMA, but with a quite worse quality/bitrate ratio than AAC.

Of course, as we're on Windows, using a special tool for media playback is
an almost totally stupid idea, because we've got DirectX: install a
DirectShow MP4 Media Splitter and AAC Stream decoder and every
DirectShow-capable player (means: every player) will be able to play it.
There are plenty of those, like Nero Digital (means: installing a demo
version of Nero or NeroVE is enough, even when it expires), Mpegable,
AACParser, CoreAAC-DS, 3ivX... some of them are Open Source, and some are
available on PocketPC.

But well, if you want a plugin to screw up your WMP, then use EnvivioTV WMP
Plugin.
