error: access denied |

After a computer crash I had to install all over Win200 server and DRM 9 sdk.
Every step was done following Help instructions and I am stucked in the very
begining of the QUICKSTART: Packaging with packcage.asp return an error
message: Access Denied and no file is encripted.
Notes:
Input file is codec compliant (Video 9 and Audio 9)
Output folder has access granted fol ALL
Any one have already faced something frustrating like that?
Any help is welcome.
