Including WMP or codecs on CD? |

We are developing a flash project, Video on CD, and would like to include windows media, but support for a bare installation of Windows98 SE. Two problems:
1) The earliest wmp codec versions I can find online is WMV7/WMA9. The codec link for supporting WMP 6.4 on the windowsmedia site, does NOT include the 6.4 codec, but only down to version 7. This will NOT play on a barebone Windows 98SE installation without needing to download a codec.
Since some users may not have Internet access, is there any way we can include the codecs on the CD, or better yet, find me a free encoder that will encode a playable video for Windows Media Player 6.4 and up!
2) In order to link to a windows media video from our Flash-based CD, we are using the fscommand, getURL. Unfortunately, this always starts the default internet browser and loads the video from there, causing all sorts of usability issues.
Anyone know of a way to either embed windows media in Flash, OR somehow link directly to the player so that it doesn't start an Internet browser first?
