How could i make a Package program without get a new certifi |

I design a program to package WMV file, but everytime , when i install this
to different computer, I must get a new certificate from
http://licenseserver.windowsmedia.com/, I don't think it's necessary, because
this certificate is to Run Windows Media License Service .
So, My question is : How could i make a Package program without get a new
certificate ?

You have to build a program using the Windows Media Format SDK (which is a
much harder way to do things).
