If you want to use WMRM you must make a contract with Microsoft.
http://wmlicense.smdisp.net/licenserequest2/licenserequest.aspx
*WMRM is very "sensitive" technology , so in the contract process you have
to use your Verisign Class3 ID

Did you access this URL ?
http://wmlicense.smdisp.net/licenserequest2/licenserequest.aspx
On the "Select License to Request" select "WM RightsManagerSDK10
(Evaluation/for service)".

You can get(download) wmrm10sdk.exe after making contract with MSFT.

Sorry to make you confused.
MSFT means Microsoft.

To make a contract with Microsoft , you have to access 'LicenseRequest' web
page(as below) and send your information.
http://wmlicense.smdisp.net/licenserequest2/licenserequest.aspx

After few days you will get E-mail that says how to make a contract with
Microsoft.

I have the same question as Dmitry.
You said an E-mail from MSFT will tell me how to make a contract, does that
means I (or my company) must pay for it?

What's that stupid policy supposed to achieve? Wasn't it coincidencally
VeriSign who signed and certified that some unknown stranger on their
telephone line was the CA Root Authority of Microsoft Corporation?
VeriSlime is worth about as much trust as throwing a coin.
