Is there a way to check if the "entire" file as been downloaded to
client's computer, before issuing a license.

If you're just downloading from a web browser than no.
The license acquisition url is in the first 10kb of the
file and once Windows Media Player reads that it will go
an attempt to perform a license post-delivery.
