So where do I start to build a license server? I need some direction
on how to get this going. What software do I need? What licenses do I
need? I want to do a Windows Media Player 9 DRM License Server. Why
does this whole DRM process seem so difficult to get going? If anyone
can help shed some light on this for a newb, that would be great.

Not to be rude but if you're asking a question at this
level then you haven't even looked at the Startup Guide,
or any of the documentation. Look at these and do as much
of the legwork as you can and come back with more specific
questions. Start out with the entire licensing process as
you'll need a code signing certificate (which costs around
$3000) to even get the sdk binaries.

If this is more work than you're planning or more money,
try checking out any DRM services that can host for you.

Hello,

The code signing cert is like 300-400 not 3000

But yes you may be better off with a DRM license service
provider.
