Windows Media server cannot transcode an already encoded
content to a lower bitrate while streaming. You will need
to re-encode your content using Windows Media encoder to a
lower bit rate. If you are catering to both dial up and
broadband users, you might want to make your content as a
Multiple Bit Rate content (MBR Content) when encoding so
that the server will choose the appropriate stream
depending on the client's available bandwidth.

I've tried with the settings under the properties tab
however this causes
the server to respond that the server is busy when i try
to connect to it
with Media Player.
